Lead RRP firm and renovator certification and training study guide

This guide sets out what the federal rule text in 40 CFR Part 745 says about certification and training for renovations covered by Subpart E: firm certification, re-certification and amendment and the firm's responsibilities (745.89), renovator and dust sampling technician certification, refreshers, renovator duties and on-the-job worker training (745.90), suspension and revocation (745.91), the fee exemption and no-fee items (745.92, without fee amounts), and the renovator and dust sampling technician course and refresher requirements for accredited training programs (745.225 in Subpart L). Under 745.90(a), renovator certification comes from successfully completing an accredited course; goraedu is not a training provider and this guide is not that course or its exam. EPA certification applies in States and Indian Tribal areas without an authorized renovation program. Your State or Tribe may run its own authorized program, so check its rules too. Every point links to the regulation and quotes its exact words.

It approves the application if it is complete and the environmental compliance history of the firm, its principals, or its key employees does not show an unwillingness or inability to maintain compliance with environmental statutes or regulations.

“EPA will take one of the following actions within 90 days of the date the application is received: (i) EPA will approve a firm's application if EPA determines that it is complete and that the environmental compliance history of the firm, its principals, or its key employees does not show an unwillingness or inability to maintain compliance with environmental statutes or regulations.”

  • If a complete application is submitted less than 90 days before expiration and EPA does not approve it before the expiration date, the certification expires and the firm cannot conduct renovations until EPA approves the re-certification.

“If the firm submits a complete re-certification application less than 90 days before its current certification expires, and EPA does not approve the application before the expiration date, the firm's current certification will expire and the firm will not be able to conduct renovations until EPA approves its re-certification application.”
