The U.S. Environmental Protection Agency (EPA) has finalized revisions to its 2023 Technology Transitions rule, which sets dates for moving equipment away from higher-GWP hydrofluorocarbon (HFC) refrigerants. The final rule was published in the Federal Register on May 26, 2026, after EPA announced it on May 21, 2026.

What the final rule changes

According to EPA's fact sheet, the revisions:

  • adjust compliance deadlines in the 2023 Technology Transitions rule, and
  • widen the range of refrigerant options available.

The fact sheet also states that residential and light commercial air conditioning systems that were manufactured in the United States or imported before January 1, 2025 may continue to be installed.

For the sector-by-sector dates and refrigerant limits, read the final rule itself. Requirements differ by equipment type, and this summary does not replace the rule text.

A separate proposal on leak repair

On the same day, EPA published a proposed rule that would exclude road and intermodal container transport refrigeration units from the HFC leak repair requirements. This is a proposal only. It is not in effect unless EPA finalizes it.

What this means for EPA 608 study

EPA's fact sheet does not describe any change to Section 608 technician certification. If you are preparing for the EPA 608 exam, keep studying the current requirements in 40 CFR Part 82, Subpart F. We will update our study pages if EPA changes anything that affects the exam or technician certification.
